Modification of the Hartebeestfontein Water Care Works, Gauteng Province

The East Rand Water Care Company (ERWAT) provides bulk wastewater management services to the Ekurhuleni Metropolitan Municipality, which consist of the previous municipalities of Kempton Park, Germiston, Alberton, Brakpan, Boksburg, Benoni and Springs.  The existing Hartebeestfontein Water Care Works (WCW) is currently under severe pressure from increasing wastewater volumes draining towards the plant.  In order to ensure that these increasing volumes can be adequately treated and to maintain the quality of effluent within the required standards, ERWAT are proposing the installation of two new final settling tanks within the footprint of the existing Hartebeestfontein WCW to address a bottleneck in the plant’s treatment capacity in the short- to medium-term.

Proposed Establishment  of a Wind Monitoring Mast on Farm Duyker Eiland 6, near Britannia Bay, Western Cape Province

Terra Power Solutions (Pty) Ltd (TPS) propose to extend a 14.5m guyed lattice mast up to approximately 81 m in height for the purpose of recording wind measurements.  The mast's position is on the north-facing slope of the Soetlandskop Hill.  The site is located on Portion 7 of Farm Duyker Eiland 6, approximately 2.3km south-east of Britannia Bay and 2.3km south-west of Stompneusbaai in the Western Cape Province.  This project has been registered with DEA under Application Reference Number 12/12/20/1705.

Environmental Impact Assessment and Environmental Management plan for the proposed transmission power lines from the proposed nuclear power station to be located at the Duynefontein Site (adjacent to the existing Koeberg Power Station).

Eskom Holdings Limited (Eskom) is conducting a feasibility study of new conventional nuclear generation in the greater Cape region, with potential sites at Duynefontein (adjacent to the Koeberg Nuclear Power Station), Thuyspunt (near Jeffrey's Bay) and Bantamsklip (near Pearly Beach).  This is known as the 'Nuclear-1' project.  The Nuclear-1 project is still faily open in terms of the location of the plant as well as the type and number of units to be installed.  The transmission integration must therefore accommodate such uncertainties as far as practicable.  As such, Eskom Transmission is investigating possible transmission power line routes from each of these three sites.

Ngotwane River Bridge at the Swartkopfontein Border Post between South Africa & Botswana

The South African National Roads Agency Ltd (SANRAL) is proposing the construction of a bridge over the Ngotwane River at the Swartkopfontein Border Post between South Africa and Botswana, as well as resurfacing of the existing road and realignment of approximately 1 km of the road on the South African side of the border.  The aim of the project is to upgrade the existing concrete drift across the river with a 5-span bridge in order to prevent frequent flooding and the subsequent disruption to traffic flow that occurs with high rainfall/storm events.  This proposed bridge is located at a technically feasible position on a new road alignment.  The project was registered with the National Department of Environmental Affairs (DEA) under the following reference number: 12/12/20/1286.

Basic Assessment Process for the proposed Richards Bay Harbour Staging Area

Eskom Holdings Limited (Eskom) is proposing to construct a staging area in the Richards Bay Harbour approximately 1 km from the small craft harbour, to stage abnormal loads (over dimensional and over weight equipment) and associated project cargo.  The staging area will be approximately 1.745 ha (9 ha for a possible extension should the need arise) in extent and will consist of three different paved layers (Pavement type for circular roads, Pavement type for storage of normal loads and Heavy loads storage and unloading) of different thicknesses to accommodate the different weights of the transformers and electrical equipment that Eskom intends to use for power generation.  The proposed staging area is located on the farm: Lot 223 Umhlatuzi No. 16230, which belongs to the Transnet National Ports Authority.  The DEA Reference number is: 12/12/20/1546.

Proposed establishment of Wind Monitoring Masts near Vredenburg, Western Cape Province

Creative-Renewable Solutions (Pty) Ltd "Crenersol" proposed to establish two guyed lattice masts up to 80 m high for the purpose of recording wind measurements.  The masts are proposed on Portion 4 of the farm Langeberg 187 and portion 1 of the farm Uyekraal 189; that lies approximately 10 km south-east of Vredenburg and approximately 14 km east of Saldanha in the Western Cape Province.

In order to reinforce the existing transmission network in the Tshwane Region, Eskom Transmission is proposing the construction of a 400kV transmission power line between the existing Apollo and Pluto substations.  In addition, increased demand for reliable electricity supply in the Central Grid has necessitated that Eskom Transmission improves the reliability and capacity of the transmission network in the Tshwane area.  To achieve this, Eskom proposes an upgrade of the existing 400/132kV Verwoerdburg substation and establishment of a new Phoebus substation.  Eskom Transmission is therefore proposing the construction of the Tshwane Strengthening Project: Phase 1.

Proposed wind monitoring masts east of Cape Town in the Overberg near Boontjieskraal, Western Cape Province.

Biotherm Energy (Pty) Ltd is investigating a potential Wind Energy Facility on a site in the Overberg area of the Western Cape. The first step involves wind monitoring and data capture by means of wind monitoring masts over a period of approximately 12 months. The data that is collected will be used to determine the optimal layout for the proposed Wind Energy Facility. In this regard, Biotherm Energy (Pty) Ltd is proposing the establishment of up to two wind monitoring masts on the farms Dassiesfontein 426/1 and Klip Heuvel 410/5. The draft Basic Assessment is currently available for public review; the review period running from 9 February 2010 - 11 March 2010. Interested and Affected Parties are invited to comment on the project and/or request to be added to the project database before 11 March 2010.

Basic Assessment for the proposed Amakhala Emoyeni Wind Monitoring Masts

Windlab Developments South Africa (Pty) Ltd are planning to erect four wind monitoring masts up to 80m high for the purpose of conducting wind measurement testing as a feasibility study for a possible wind energy facility, in an area approximately 15km east of Cookhouse. and approximately 15km south of Bedford in the Eastern Cape Province. Environmental Basic Assessment for the proposed establishment of wind monitoring masts on a site near Darling, Western Cape Province

Investec Bank Limited propose to erect five guyed lattice masts, each up to approximately 80 m in height, for the purpose of recording wind measurements on portions of the farms Slangkop, Doornfontein, Rheboksfontein, Bonteberg, Farm 1047 and Platklip, located approximately 10 km west of Darling (Application Reference number: 12/12/20/1447).

In terms of sections 24 and 24D of the national Environmental Management Act (Act No 107 of 1998), as read with Government Notices R385 (Regulations 22-26) and R386, a Basic Assessment process is required to be undertaken.  In this regard, Investec bank Limited has appointed Savannah Environmental to undertake the environmental assessment and public participation process.  To obtain further information and register on the project database, please submit your name, contact information and interst in the project to the contact person below.

Environmental Impact Assessment and Environmental Management Plan for the proposed Kyalami Strengthening Project, Gauteng Province

Eskom Transmission is proposing the establishment of a new 400 kV substation on a site within the Midrand/Kyalami area, Gauteng Province.  In additon, Eskom is proposing the construction of three 400 kV transmission power lines, including a power line looping in and out of the proposed Bravo (Kendal B) - Lulamisa 400 kV line (in the vicinity of Lulamisa Substation) (i.e. 2 lines), and a second power line to connect the substation to the transmission grid.

Savannah Environmental has been appointed as an independent consultant to undertake the required Environmental Impact Assessment (EIA) and public participation for the proposed project.  This project has been registered with the National Department of Environmental Affairs (DEA) under Application reference numbers 12/12/20/1091 (substation) and 12/12/20/1092 (transmission lines).

The final EIA Report has been prepared by Savannah Environmental and has been submitted to the DEA for review and decision-making

Environmental Impact Assessment and Environmental Management Plan for the proposed Mokopane Integration Project, Limpopo Province

In order to support the upsurge in demand for the platinum group metals in the Mokopane area, and to support the reliability of electricity supply to the Polokwane area, Eskom Transmission is proposing the introduction of the Mokopane Integration Project.  This project includes the construction of the following components:

  • A new substation near Mokopane
  • Integration of the new substation into the transmission system by looping in and out of one of the existing Matimba-Witkop 400kV transmission power lines, a distance of approximately 10 km.
  • A new 400kV transmision power line between the Delta Substation (near the Medupi Power Station) and the proposed new Mokopane Substation, a distance of approximately 150 km.
  • A new 400kV transmission power line between the new Mokopane Substation and the existing Witkop Substation (near Polokwane), a distance of approximately 60 km.
  • A new 400kV transmission power line between Delta Substation and the existing Witkop Substation, a distance of approximately 200 km.
  • Extension of the existing Witkop Substation and associated works to integrate the new Mokopane Substation into the Transmission grid (e.g. access roads, communication tower) and accommodate new lines at existing substations (e.g. the construction of new feeder bays within the existing substation sites).

Feasible substation and transmission power line alternatives have been identified for investigation within a broader study area.  Towns/villages which are located within the study area include Lephalale, Seleka, Shongoane, Bakenburg, Lekalakala, Bakoni Ba Matlala, Mokopane, Matlala, Vaaltyn, Mashashane and Maraba.

In terms of Section 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with Government Notices R385 (Regulations 27-36) and R387, a Scoping and Environmental Impact Assessment (EIA) are required to be undertaken for this proposed project.  Initially two applications were lodged with DEAT and were given Application Reference numbers 12/12/20/1187 (substation and turn-in lines) and 12/12/20/1140 (transmission lines).  These applications have subsequently been consolidated under Application Reference number 12/12/20/1187.

In this regard, Savannah Environmental has been appointed as an independent consultant to undertake the required EIA process, and ILISO Consulting has been appointed to undertake the required public participation process for the proposed project.  In undertaking the environmental studies, Savannah Environmental will be assisted by the following specialists:

  • Megan Diamond of Endangered Wildlife Trust - Avifauna specialist
  • Julius Pistorius - Heritage specialist
  • Lourens du Plessis of MetroGIS - Visual specialist

A Draft EIA Report has been compiled and has been made avialible for public review from 2 NOvember to 14 December 2009 at the following venues:

  • Polokwane Municipality
  • Polokwane library
