Excelsior Wind Energy Facility & Watercourse Crossings.
Amstilinx (RF) Proprietary Limited (previously BioTherm Energy (Pty) Ltd) received Environmental Authorisation(EA) from the Department of Environmental Affairs (DEA) for the development of the Excelsior Wind Energy Facility (EA No.: 12/12/20/1798); and for the construction of roads and cabling near and within watercourses as part of the Excelsior Wind Energy Facility (EA No.: 14/12/16/3/3/1/433) proposed for development between Uitkyk and Excelsior near Swellendam, in the Swellendam Local Municipality, Overberg District, Western Cape Province, respectively. A Final Layout Plan illustrating the location of the wind turbines, road network, and associated infrastructure required for the Excelsior Wind Energy Facility was prepared, and approved by DEA on 03 February 2017.
Amstilinx is now proposing to make the following two (2) amendments to the road layout (as contained within the approved Final Layout Plan):
- Road 1 (an existing road) is no longer to be used, and has been removed from the road layout.
- A new section of road approximately 700m in length and 6m in width which connects Road 2 and Road 4 is to be constructed.
These amendments do not trigger any new listed activities as listed in the EIA Regulations of 2014, as amended, and take into consideration and address concerns raised by one of the landowners whose property comprises part of the project site (i.e. the Remaining Portion of the Farm Uitkyk No. 434). The new road also takes cognisance of the wetland buffers. A copy of the Final Layout Plan as approved by DEA on 03 February 2017 which requires amending is provided in Appendix A, and a copy of the proposed new road layout for which an amendment is being applied is provided in Appendix B.
Savannah Environmental (Pty) Ltd has been appointed by Amstilinx to apply for an amendment to the DEA EA No.: 12/12/20/1798 (for the Excelsior Wind Energy Facility), and EA No.: 14/12/16/3/3/1/433 (for the construction of roads and cabling near and within watercourses) respectively, for a revised layout.
