DEVELOPMENT OF THE H2 ENERGY POWER STATION, MPUMALANGA PROVINCE
Project Name: H2 Energy Power Station
Applicant: H2 Clean Energy (Pty) Ltd
Proposed Activity: The construction, and operation of a baseload coal-fired combustion power station and associated infrastructure, including:
- Power station development footprint of approximately 170ha, within a project site of approximately 568ha.
- Power station with a contracted capacity of up to 600MW.
- Power generation units utilising Supercritical (SC) or Ultra-supercritical (USC) Pulverised Coal (PC) or Circulating Fluidised Bed (CFB) Boiler Technology.
- Direct or indirect dry (i.e. air) cooling methods.
- Dry ash disposal methods.
- Zero Liquid Effluent Discharge (ZLED) facility.
- Coal to be sourced from the Palesa Coal Mine, located approximately 800m south of the proposed project site, and transferred to the site via overland conveyor.
Project Location: Portions 21, 22 and 23 of the Farm Hartebeestspruit No. 434, 9km south of KwaMhlanga, and 800m north of the Palesa Coal Mine, in the Thembisile Hani Local Municipality (Nkangala District Municipality) in Mpumalanga Province.
EIA Process: An Integrated Application for Environmental Authorisation (EA) and a Waste Management License (WML) has been prepared for the project. A full Scoping and Environmental Impact Assessment (S&EIA) process is therefore required to obtain EA in accordance with the National Environmental Management Act (No. 107 of 1998) (NEMA), and 2014 Environmental Impact Assessment (EIA) Regulations (GNR 982 to GNR 985); and a WML in accordance with the National Environmental Management: Waste Act (No. 59 of 2009) (NEM:WA), and List of Waste Management Activities (GNR 921). The S&EIA process is also being undertaken in support of an application for an Atmospheric Emission License (AEL) required under the National Environmental Management: Air Quality Act (No. 39 of 2004) (NEM:AQA), and List of Activities resulting in Atmospheric Emissions (GNR 893); and Water Use License (WUL) required under the National Water Act (No. 36 of 1998) (NWA).
Scoping Report Available for Review: A Scoping Report is available for review and comment. The report is available at the Tweefontein Library (Moloto Road, along the R573), the Kghodwana Cultural Village (R569), and the Thembisile Hani Local Municipality (Stand 24, Kwaggafontein C) from 06 January 2017 – 06 February 2017. The report is also available for download on www.savannahsa.com/projects. The due date for written comment is 06 February 2017.
