Proposed Activity: The construction of the Kruisvallei Hydroelectric Power Generation Scheme within the Ash River will comprise of the Lower Kruisvallei Scheme with a development footprint of ~8.98ha and the Middle Kruisvallei Scheme with a development footprint of ~20.4ha. The Scheme will have a total generating capacity of 4.7 MW and will consist of the following infrastructure:
- Canal ~590m in length at the Lower Kruisvallei Scheme, consisting of an inlet sill, headrace canal, powerhouse and tailrace canal.
- Canal ~445m in length at the Middle Kruisvallei Scheme, consisting of a headrace canal, powerhouse and tailrace canal.
- Associated infrastructure including access roads, temporary coffer dam, laydown areas and batching plant.
- A 22kV power line to connect the Kruisvallei Hydroelectric Power Generation Scheme to the national grid (i.e. existing Eskom Node Substation) for the evacuation of the generated electricity forms part of the overall infrastructure, but does not require environmental authorisation.
Location: The development will take place on the Ash River and will be located within Farm Kruisvallei 190 and Farm Middelvallei 130 in the Dihlabeng Local Municipality and within the greater Thabo Mofutsanyane District Municipality, Free State Province.
Basic Assessment Process: In terms of Sections 24 and 24D of NEMA, as read with the EIA Regulations 2014 of GNR326, a Basic Assessment Process is required to be undertaken in support of an application for Environmental Authorisation for the proposed project. An application for Environmental Authorisation for the Kruisvallei Hydroelectric Power Generation Scheme will be lodged with the National Department of Environmental Affairs (DEA), as the competent authority. Savannah Environmental is undertaking the required environmental impact assessment and public participation process.
Basic Assessment Report available for Review: A Basic Assessment Report is available for review and comment. The report is available at the Bethlehem Public Library (Cnr. of President Boshoff & Cambridge Street, Bethlehem) from 07 March 2018 – 10 April 2018. The report is also available for download on www.savannahsa.com. The due date for written comment is 10 April 2018.
