PROPOSED REDISA WASTE TYRE PRE-PROCESSING DEPOT, CATO RIDGE, KWAZULU-NATAL PROVINCE
Project Name: Proposed REDISA Waste Tyre Pre-Processing Depot in Cato Ridge, Kwazulu-Natal Province.
Applicant: Recycling and Economic Development Initiative of South Africa NPC (REDISA)
Proposed Activity: It is REDISA’s intention to apply for a Waste Management Licence (WML), in terms of the National Environmental Management: Waste Act (Act No. 59 of 2008) (NEM:WA), from the Kwazulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA), as the Competent Authority, for the authorisation of the proposed waste tyre pre-processing (i.e. storage, baling and shredding) depot in Cato Ridge. Storage has commenced on site upon REDISA receiving a letter of acknowledgement from the EDTEA to undertake storage at the depot. In order to ensure the extent of the site is fully utilised, REDISA proposed to construct a waste tyre pre-processing facility, measuring 15 000m2, consisting of:
- A warehouse/shed with a footprint of approximately 1 000m2 to house the pre-processing machinery (baler, shredder and downsizing equipment);
- An office area with a footprint of 200m2 with portable park-home containers containing necessary ablution facilities for staff; and
- Waste tyre storage area with a footprint of approximately 13 800m2
Location: The proposed activity will occur on Portion 164 of the Farm Riet Vallei 851 (7 Eddie Hagan Drive) in Cato Ridge, Kwazulu-Natal Province. The depot is located within the eThekwini Metropolitan Municipality approximately 30km south east of Pietermaritzburg. The site was previously used as an airport for light aircraft, then as car park. The site is being leased by REDISA and as such has been handed over as “minimum fit-for-purpose” (ready-to-use-for-storage).
Environmental Impact Assessment Process: A WML is required to carry out the abovementioned activities, in accordance with Sections 19(1) and 20(b) of the NEM:WA read in conjunction with Government Notice 921 of November 2013. The WML application process for activities listed under Category A is required to be supported by a Basic Assessment (BA) carried out in terms of NEMA EIA Regulations (GN R. 982 of December 2014). Savannah Environmental (Pty) Ltd has been appointed by REDISA to undertake the required WML Application and BA process for the proposed development.
