Lichtenburg 1, 2 & 3 PV Facilities

LICHTENBURG 1, LICHTENBURG 2 & LICHTENBURG 3 PV FACILITIES, NORTH WEST PROVINCE

(DEA REF: 14/12/16/3/3/2/1091, 14/12/16/3/3/2/1092 & 14/12/16/3/3/2/1093)

Proposed Amendments: To include the construction and operation of a Battery Energy Storage (BESS) for the authorised Lichtenburg 1, Lichtenburg 2 and Lichtenburg 3 PV facilities with a capacity of up to 500MW/500MWh into the project description of the Environmental Authorisations (EAs) of each of the facilities.  The BESS will be developed within the development footprint, within the authorised laydown area of each of the PV facilities, and with an extent of no more than 5ha.

In terms of Condition 5 of the EAs (dated 01 July, 02 July and 03 July 2019) and Regulation 31 of the EIA Regulations of December 2014, as amended, it is possible for an Applicant to apply, in writing, to the competent authority for a change or deviation from the project description to be approved.

The applicants are hereby requesting the Department of Environment, Forestry and Fisheries (DEFF) to amend the project descriptions of the EAs (dated 01 July, 02 July and 03 July 2019) as follows:

 

Battery Energy Storage System
  •   Consisting of the following components:
  • Electrochecmical battery storage systems with a maximum height of 3.5m; and
  • Multi-core 33kV underground cables, to follow internal access roads of each PV facility, to connect the battery storage systems to the on-site facility substations.

Project Location: ~ 12km north of Lichtenburg and 7km south-east of Bakerville, within the Ditsobotla Local Municipality and the Ngaka Modiri Molema District Municipality in the North West Province.

Motivation Reports available for review and comment: Savannah Environmental has compiled Motivation Reports in support of the applications for the proposed amendments.  The Motivation Reports are available for download, reivew and comment on the Savannah Environmental website.  Visit our website at: https://www.savannahsa.com/public-documents/energy-generation/.  The 30-day review and comment period for the Motivation Reports is from Friday, 16 October 2020 to Monday, 16 November 2020.  The final date to submit comments is Monday, 16 November 2020.
