APSA Coega – Expansion of Liquid Oxygen (LOX) and Diesel Storage

EXPANSION OF LIQUID OXYGEN (LOX) AND DIESEL STORAGE AT THE AIR PRODUCTS FACILITY LOCATED WITHIN THE COEGA SPECIAL ECONOMIC ZONE, PORT ELIZABETH, EASTERN CAPE PROVINCE

Project Name:  Expansion of Liquid Oxygen & Diesel Storage at the Air Products Facility located within the Coega Special Economic Zone (SEZ), Port Elizabeth, Eastern Cape Province.

Applicant: Air Products South Africa (Pty) Ltd.

Location:  Within the existing Air Products Coega plant on Erf 228 within the Coega Special Economic Zone (SEZ), Zone 3,  East of Motherwell.

Proposed Activity:  The expansion of Liquid Oxygen (LOX) storage facilities will entail either the addition of 1 x 127,3m3 double walled storage tank (to make up a total 200m3 storage capacity); or the total replacement of the existing 72,2m3 Liquid Oxygen tank with 1 x 200m3 tank. The construction of a new aboveground composite diesel storage tank with a capacity of 23m3 and associated infrastructure.  The existing project site is ~1.3ha in extent.

Basic Assessment Process: Air Products (Pty) Ltd withdrew application ref no: ECm1/C/LN1/M/40-2019 on the 06 November 2019 due to the reconsideration of the layout of storage infrastructure at the site and therefore intends to undertake new a Basic Assessment and public participation process to address the new layout options.  In terms of Sections 24 and 24D of NEMA, as read with the EIA Regulations 2014 of GNR324 – R327, a Basic Assessment process is required to obtain Environmental Authorisation for the proposed expansion.  An application for Environmental Authorisation for the project has been lodged with the Eastern Cape Department of Economic Development, Environmental Affairs and Tourism (EC DEDEAT) as the competent authority.  Savannah Environmental is undertaking the required environmental impact assessment and public participation process.

Basic Assessment Report available for Review:  The Basic Assessment Report will be available for review and comment for 30 days from the Wednesday, 05 February 2020 until Friday, 06 March 2020 at the Motherwell Public Library located, Cnr. Umlu & Ngqokweni Street, Motherwell.  The report will also be available for download on https://www.savannahsa.com/public-documents/other/.  The due date for written comment is Friday, 06 March 2020.
