Project Name: Wilmar Vegetable Oil Pipeline in the Richards Bay area, KwaZulu-Natal Province.

Proposed Activity: Wilmar Processing SA (Pty) Ltd is proposing the development of a vegetable oil pipeline in the Richards Bay Port and the Richards Bay Industrial Development Zone area, located 3km south-east of the Richards Bay Central and 2km south of Arboretum in the KwaZulu-Natal Province. The proposed vegetable oil pipeline will be approximately 2.5km in length and run from the Port of Richards Bay and connect to a proposed oil processing facility (not part of this application) planned on Lot 17442 (site) within Phase 1A of the IDZ. The proposed pipeline will comprise of four (4) carbon steel pipes with a diameter of approximately 8 inches (216mm) each. The proposed development falls within the Pongola-Mtamvuna Water Management Area (WMA) within Quartenary Catchment Area, W12F. The development also falls within Ward 02 of the City of uMhlathuze Local Municipality and the greater King Cetshwayo District Municipality in the KwaZulu-Natal Province.
Project Location: The proposed pipeline will extend from the Richards Bay Harbour Port to the Richards Bay Industrial Development Zone (RB IDZ), and the affected properties include the following:

Water Use Authorisation Process: In terms of Section 40 as well as 21(c) and (i) of the National Water Act (Act No. 36 of 1998), the Wilmar Vegetable Oil Pipeline requires water use authorisation. Savannah Environmental is undertaking the required water use authorisation and public participation process for the project.
Water Use Authorisation documentation available for review: The requisite documentation towards the water use authorisation, including amongst others, the section 21c&i documents, the associated Risk Assessment, Wetland Delineation and Impact Assessment study, Final Basic Assessment Report, the Environmental Management Programme, the Integrated Water and Waste Management Plan, along with other DWS requested documentation, is now available for review and comment. The 60-day review and comment period of the documents for the water use authorisation process is from Friday, 14 February 2020 – Friday, 17 April 2020.
